To support the municipalities overcome their limited ability to invest own resources into services improvement and other initiatives aiming at economic and welfare development, the project has established an Investment Fund. The projects are proposed and managed by the municipalities to ensure the link with municipal planning and budgeting cycle.
The fund is divided into three components:
• 1 Quick start project in each partner municipality
• (At least) 2 Municipal projects in each partner municipality
• 1 Gender project in each partner municipality
The LOGOS partner municipalities are grouped according to their population size and the allocation of funds is based on this grouping:
• Small municipalities: Klokot – Vrbovac/Kllokot – Vërbovc, Ranilug/Ranillug and Parteš/Partesh
• Mid size municipalities: Hani i Elezit, Novo Brdo/Novobërdë and Štrpce/Shtërpcë
• Big municipalities: Kaçanik/Kačanik, Kamenicë/Kamenica and Viti/Vitina
Each call for proposals has two phases: development of project concepts and detailed elaboration of the project proposals. In the first phase each municipality prepares more than one project concept which needs to be consulted with relevant stakeholders/citizens. The LOGOS team does the preliminary screening according to pre-defined criteria and chooses the most appropriate and well thought project concept for each municipality. After this pre selection stage, the LOGOS team provides support to the municipalities in order to translate the selected project concept into a fully fledged project proposal.
