The Swiss-Kosovo Local Governance and Decentralization Support (LOGOS) is part of the Swiss Agency for Development and Cooperation (SDC) country programme in Kosovo.

LOGOS Phase I (2007-2009) promoted the development of local governance and decentralization reforms in 3 municipalities of Kosovo (Kamenicë/Kamenica, Novo Brdo/Novobërdë, Viti/Vitina). It contributed to the overall stabilization of Rule of Law and Democratization of a multiethnic Kosovo state. LOGOS Phase I worked on 3 levels, i.e. municipal, village and central level. The strategy for capacity building at the municipal level was the establishment of intra and inter-municipal working groups focusing on solving concrete practical problems.

LOGOS Phase II (2010-2012) contributes to strengthening local governance and decentralization reforms in 9 municipalities in South Eastern Kosovo. It contributes to democratization and citizen participation in a multiethnic state. In the framework of this general development goal, the expected project outcome is that selected partner municipalities in South Eastern Kosovo are more accountable, transparent, equitable and effective in local governance and able to deliver key services to satisfy all citizen groups. The project outcome is pursued through concentration on the following three working areas:

1. Planning and resources management
2. Administration and public services
3. Capitalization and dissemination of experiences.

The support of LOGOS Phase II concentrates on strengthening the capacities at municipal level. The project works on enhancing capacities of municipal civil servants to plan and implement development and provide services to citizens and communities. It also ensures that proper channels are available to civil society and communities for voicing their concerns. All support provided to municipalities is based on a careful detailed assessment of their needs, while a certain level of flexibility and the ability to respond to emerging demands is preserved. The project ensures that knowledge provided through consultancy and training can be transformed into practical skills and further into behavioral changes. LOGOS’s approach balances soft assistance (consultancy and training) with investments in hardware and infrastructure (investment fund).

LOGOS Phase II has the following partner municipalities: Hani i Elezit, Kaçanik/Kačanik, Kamenicë/Kamenica, Klokot – Vrbovac/Kllokot – Vërbovc, Novo Brdo/Novobërdë, Parteš/Partesh, Ranilug/Ranillug, Štrpce/Shtërpcë, Viti/Vitina. LOGOS Phase II has a budget of 3.141.896 euro. This budget includes an investment fund of 873.000.00 Euros to be used to implement projects elaborated by the partner municipalities according to specific criteria.
